The UNSC Army was actually likely over half of the UNSC's ground forces. Most of its vehicles and probably a good bit of its CAS assets. So... like all of the UNSC's effective assets. The Navy literally did next to nothing. Even during The Battle of Earth (which they could have won, even despite the MASSIVE multiple wave battle) they just got smoked. Meanwhile the UNSC Army crushed the Covenant on Reach. Again and again and again. Like, they had Spartans helping them. But they pulled their weight. Dudes helped to defend Sword Base, are a primary factor in the success of the UNSC counter-offensive we see in Halo: Reach, defended the ODP generators until Spartans arrived to help, and they helped hold the Covenant army off long enough for Pillar of Autumn to get away. Noble Team's sacrifice wouldn't have meant much if the Covenant got onto the ship in large numbers before it took off. At best, it would have been a blood bath and the war on Alpha Halo would have been far less effective. So yeah. The Army was pretty helpful.
Probably because Colonel Ackerson (UNSC Army/ONI) was a straight up menace to everyone including the Spartans and Dr. Halsey and Hood had a soft spot for the Halsey and her Spartans.
Wasn't Ackerson already dead by this point. He was captured by the covenant and was interrogated during which he tricked the covenant and led them on a goose chase. He might've been a menace to Halsey but it's not like Halsey didn't deserve it. Unlike Halsey who kidnapped a Spartan and fled to onyx, he died loyal to humanity.
So in the grander scale of things, he deserves to be on the memorial itself.

How many people you wanna put through radiation treatment? You forget what happened to Africa when High Charity came in, carrying the Flood? Ship Master glasses the continent. The place SHOULD look like the Glowing Sea from Fallout 4, but I imagine the memorial had a standard procedure of administering an anti radiation drug to all human attendees. That by itself, isn't so bad, but we DID just get done fighting a long af war and many of our planets and colony worlds dedicated to obtaining and distributing resources were lost, so humanity's wallet is a little light at the moment. Like, Trump eating ramen noodles out of necessity, kinda financial not good-ery.

you know personally I never really read into it like that I just figured that Spartan 2's were always bigger than 3's and 4's and it would make sense to me that the 3rd and 4th generation Spartans wouldn't have the same mentality as the second generation.

Everyone saying the rings don't kill the flood are only half correct. It doesn't destroy their biomass. But it does kill the bodies and forms. Which actually makes it reforming without the intervention of someone else basically impossible, since it all needs to be moved from the not moving corpses to one place to form a Gravemind again.
Not to mention they probably know how to operate almost all the forerunner tech better than humanity
I think it's that there's a spartan who is great at one thing, while master chief is good at everything
The gravemind and THE GRAVEMIND should be considered as separate but as one and what I mean is you have the body of the gravemind but then you have the mind of the gravemind and while we can destroy the body the problem lays in the fact that as long as there is even one flood cell the gravemind can always come back making the flood as a whole immortal as long as even a piece is left and that piece will retain all the information stolen as well meaning that the gravemind we see in halo is in fact the same entity that crippled and destroyed the forerunners and the last problem we face in trying to destroy this ancient enemy is that all the flood is spread out in some of the other halos or are being kept in forerunner craft worlds all being spread apart by either hundreds to thousand of light years away and the locations are just somewhat lost to time so no matter what with time a chance for this creature to come back is a certainty
Fun fact: In the original plans for Halo 3, there was a level where you fight the gravemind with a half-functioning scarab and then kill it by dropping the mosoleum of the arbiter on it.

The Precursors did not want to burden the Forerunners with a lot of Paperwork. And wanted to see what a species could do if allowed the freedom to do as they so chose. This is why they gave the Mantle of Responsibility to Humanity.

Short Answer... if we take what Infinite said... the Endless probably. Was Halo becoming stupid long time ago... i don't think so. It became stupid, to me, after the fired theirs original H5 writer. H5 has a kind of good plot, but overall, it is bad. Infinite... is a amazing story... if not for the fact that is the straight sequel of H5 and not a separated new arc.
They can be digitized pretty easily though, humans just need to figure out that digitization tech the Forerunners used
